JAVIER A. ZAMBRANO CARDOZO, MSc.

Javier ZProfile Photoambrano is a Results-focused leader with a strong business acumen and more than 30 years of success building and directing procurement operations, logistics, and optimizing global supply chain, for some of the largest oil and gas companies in the world. Proven end-to-end material management, procurement, and operations leader; adept at maximizing productivity, optimizing efficiency, and delivering on-time, top-quality performance and customer service. He holds a MS degree Lato Sensu in Petroleum Engineering, Accent in Well Construction from the Brazilian Petroleum, Gas and Biofuels Institute (IBP) at Rio de Janeiro, Federative Republic of Brazil, and a BS degree in Industrial Engineering from the National University of Táchira, Republic of Venezuela, which included an internship period of 6 months in the planning of major plant maintenance department at the Paraguaná Refinery Complex, the largest refinery in the Western Hemisphere and the world's third largest refinery complex, just after Jamnagar Refinery (India) and Ulsan Refinery (South Korea).

 

Javier Zambrano last work experience was serving as Purchasing and Logistics Operations Manager at Petrobras America Inc., an indirect subsidiary of Petroleo Brasileiro S.A. (PETROBRAS), which is one of the leading oil companies worldwide, especially in ultra-deep well drilling operations, and the first company to apply and operate the Floating Production, Storage, and Offloading (FPSO) vessel technology in the Gulf of Mexico. Incorporated in 1987, Petrobras America Inc., manages several refineries throughout the United States and has over 265 employees from nearly 30 nationalities and ethnic groups worldwide. It maintains a procurement management department, ISO 9001 certified, that handles logistics, crude oil procurement, transportation services devoted to the purchasing demands of operations in the Gulf of Mexico, and another area focused on international trade. He has been working for 16 years in Procurement, Logistics, Supply Chain and Well Operation areas for different Companies within the PETROBRAS Corporate System, such as:

As a result of the challenges assumed during these 16 years, his direct involvement, and leadership in the execution of the projects in the countries listed above he has achieved outstanding results, such as:

  • Formulated new strategic plans for contracting goods and services, triggering 15%-25% reduction in execution time of bidding process while increasing on-time materials delivery from 60% to 95%.
  • Credited with orchestrating successful execution of ~40 contracting processes per project.
  • Introduced effective negotiation strategy based upon bundled services discounts, resulting in 8% global price reduction for drilling service contracts.
  • Reduced headcount and slashed drilling unit’s stand-by costs to zero by negotiating provisions with service companies regarding materials scheduling and equipment mobilization.
  • Managed $600 million expenditure and investment budgets, consistently achieving all project deliverables on time and within budget.
  • Developed and negotiated Production Sharing Agreements (PSA`s), Joint Operating Agreements (JOA`s) and Joint Venture Agreements (JV`s).
  • Designed and deployed “Logistics Operations on Paper Simulation Process” with suppliers and logistics team prior to start-up of drilling operations. Enabled analysis and improvement of logistics plans and processes, including cost and time reductions as well as risk mitigation.
  • Led corporate team in defining technical specifications and minimum consignment stocks in vendor facilities for long lead items, based on a typical offshore well drilling project. Resulted in immediate availability of materials and equipment vs. typical 12-18 month lead-time.
  • Standardized and instituted contract documents based on nature of services, significantly reducing negotiation time while enhancing contractor relationships.
  • Developing and promoting the implementation of the logistics best practices in the Exploration and Production activities for Petrobras International Business.
  • Leading Scouting activities and coordinating the elaboration of Logistics Plan for the exploratory projects in Tanzania, Namibia, Benin and Colombia, including Infrastructure, Support Base, market survey of service companies, Boats, Helicopters, Drilling Unit, Custom brokers, Ports and Airports facilities.
  • Noted for increasing efficiency and productivity through skillful project management and control management.
  • Experienced in working with managerial levels of suppliers, contractors and partners in Joint Ventures, regulators and host governments.

 

Before joining PETROBRAS in 2004, Javier Zambrano developed a successful career at PETRÓLEOS DE VENEZUELA S.A. (PDVSA), the Venezuelan state-owned oil and natural gas Company, reaching the position of Purchasing & Planning Manager in the year 2000, highlighting among his achievements the 30% reduction in inventory levels and carrying costs for PDVSA through skillful requirements analysis and demand planning that resulted in lower lead times, waste reduction, and compliance with just-in-time delivery requirements.

 

Earlier Progressive Positions with Petróleos de Venezuela, S.A., included Contracting Plan Coordinator, special work assignment at Hovensa refinery in St. Croix, United States Virgin Islands (Joint venture between Amerada Hess Corporation and PDVSA), National & International Purchasing Superintendent and Inventory Planning Superintendent.

Javier Zambrano was born in San Juan de Colon, a town in the Venezuelan Andean state of Táchira. He came to the United States of America as an Intracompany Transferee Manager with Petrobras America Inc., in 2014. Father of three sons, Daniel Andres (28), Diego Andres (24) and Javier Andres (8). He is happily married to Mariela Barrueta, successful attorney in law with a great expertise in Oil & Gas industry legislation. In his leisure time, he likes to read, ride bike, watch soccer games, share with his family, talking to his sons about world events, given that Daniel has a bachelor degree in Political Sciences & Government and Diego is studying International Business, having Mariela as an arbitrator in these interesting and intense discussions.
